Discuss Rate Limiting

I should look at the default values for rate limiting in 0.60. Since 0.40 when File Uploads were introduced, it's entirely possible for a real user to exceed the default rate limits if they visit a wiki with image-heavy pages (assuming those images are stored in the wiki database).
